This was already implemented.
Completed testing using "make svnserveautocheck THREADED=1". I could not
see any errors.

make check SERVER_MINOR_VERSION=3.
I could see some failures. Are all the tests supposed to pass with this
kind of testing?

Implemented and tested. No issues found while testing.
