My understanding is that this is an opt-in feature. Don't you have to
run the svnadmin pack command to pack your repository? SVN does not
force you to pack a repository and it is not packed by default.

Someone correct me if I am wrong, but I do not believe a new
repository created with 1.7 starts storing revprops in SQLite from r0
on. You still have to explicitly pack your repository.
