Summary: +1 to release

Tested: [bdb | fsfs] x [ra_local | ra_svn | ra_neon | ra_serf]
        swig bindings

Test results: All passed, except:
              - all tests fail for perl and ruby bindings, known local issue
with perl and ruby failing to locate libraries, haven't
been able to figure out how to fix it
              - merge_test 63 over ra_serf, but it's just an output ordering
problem which others cannot reproduce, discussed on IRC
              - transient failures which should be fixed by backporting
r877814 and r991534 to 1.6.x for the next release
