[PATCH] Fix svnrdump test 27 on Windows

Hi,

This is an experimental patch to fix svnrdump test 27 "dump:
subdirectory with changes on root" on Windows. It's experimental
because it's based simply on a hunch, and I don't have Windows to test
it. Could someone who has Windows test it for me?
