Need infra intervention.

1. Add the branch to https://svn.apache.org/repos/infra/infrastructure/buildbot/aegis/buildmaster/master1/projects/subversion.conf
   (any ASF committer can do this)

2. Ask infra to activate the branch. (It needs to be added to a couple of
   other places, e.g., a hook script, which have more restricted access.)
