svndumpfilter --renumber-revs and --drop-empty-revs

Is the --renumber-revs option to svndumpfilter supposed to do anything
when the --drop-empty-revs option is *not* present?

The help text is a bit vague "--renumber-revs : Renumber revisions
left after filtering." and the "book" seems to say that it doesn't:

  --renumber-revs

    If empty revisions are dropped (using the --drop-empty-revs option),
    change the revision numbers of the remaining revisions so that there
    are no gaps in the numeric sequence.
]]]

I can't see that it should do anything, except maybe renumber a
partial dump to start at r1. Anyhow, just making sure I got this
straight.
