To answer both of your questions: you missed gmane [1][2], which
incidentally supports message-id-keyed URLs [3][4].

You also missed http://subversion.apache.org/mail/ --- which is
understandable, since it doesn't work yet --- but, AIUI, it *should* start
working at some point in the future...
