Subversion.Tigris.Org converted and back on line

As part of the migration of the Subversion project to Apache.Org, the
(old) Subversion project on Tigris.Org has been converted from CVS to
Subversion, which will enable us to fully retire svn.collab.net.

Some glitches were encountered, because of the long-standing non-
standard details of the project's web site and downloads. We think
they're all fixed up, but would very much appreciate it if anyone who
thinks they notice something odd lets us know. Email to "feedback_at_tigris.org
," or to me, or to Mike Pilato, would any of them do the trick.
