setting up Bugzilla

Hi all,

Pending any major issue/discussion on the choice of Bugzilla before
Sunday, then at that time, I'll file a ticket for ASF Infra Team to
set us up with Bugzilla.

I have a query out to them about getting our own instance, in order to
preserve the issue numbers. If that is reasonable for them, then I'll
ask for that. Otherwise, we'll end up going into the "main" Bugzilla.

And once we have that, then we'll have to figure out how to port the
data over...
