when is Flag Day for mailing lists?

I think we need to establish a "flag day" for when we definitively
stop sending mail here (and other s.t.o lists), and switch to the
s.a.o lists.

How about Wednesday 18th, 00:01. That gives us a couple days to set up
notifications and filters and whatever else people need to do.

(note that commits are now being sent to
commits_at_subversion.apache.org, so you could already be switching to
that)
