Apache Subversion mailing lists have been created

Hey all,

The Subversion mailing lists have been created. The dev community has
not (yet) decided on its migration strategy/timing, but if you're
interested in subscribing to any of the lists, that's now possible.

We have five lists: dev, users, announce, commits, and private.

For any lists, simply send an email to $NAME-subscribe_at_subversion.apache.org.

Subscriptions to the private list are restricted to Subversion "full
committers" (aka its PPMC), IPMC members, and ASF Members. All other
lists are open to any subscriber.
