private_at_s.a.o is the PMC's private list. It directly corresponds to
s-f-c@. The archive is private to PMC members and ASF Members.
However, it does not have *time-based* lockouts. If somebody is voted
onto the PMC, then they can see all past discussion, including the
vote/discussion about themselves. They'll just need to be grown up
about it.
