Incubation report

Hi all,

Part of the ASF process includes reports about our project. While in
incubation, these reports go to the Incubator PMC, which then includes
them into their own report to the Board (which is meeting next
Wednesday). The reports are monthly for the first three months in the
Incubator, then quarterly thereafter. When Subversion graduates to a
Top Level Project, we will again have three months of reports and
switch to a quarterly rotation.
