Greg may be able to better speak to this point, but I believe the answer is "no". Sometime prior to the cutover, the plan is to batch-create new committer accounts for folks which don't yet have them (and have submitted their CLAs). We'll also tweak the appropriate bits for people who are already committers to other projects to also be affiliated with Subversion.
