Yes. Or, more to the point, trunk is not special, it is just another
branch. But moving trunk into 'branches' will involve more typing for
everyone than just moving the other branches out of it.

You answered your own question. The reason not to have tags at the
same level is that it would get messy then and you couldn't tell a
branch from a tag then.

I don't think having one special subdir 'tags' is any more confusing,
or less consistent, than having two special subdirs 'tags' and
'branches', the latter containing all branches except one.
