upgrade_tests.py 2 failures

Last week in IRC...

My upgrade_tests.py failures were something altogether different and
were related to to fact I was running the test individually, outside
of the test harness; . The failures for me were due to r40320 (see
http://subversion.tigris.org/ds/viewMessage.do?dsForumId=462&dsMessageId=2415934).

I've definitely seen upgrade_tests.py 2 fail while running the entire
test suite, but I can't get it to happen now, nor has the Windows
build bot failed on that test in a few days.
