[RFC] mailing list host

Hey all,

Another item that is normal within incubation is for a project to
transition their mailing lists to within the Incubator. Should the
podling graduate, then the mailing lists are migrated to their final
destination.

For example:

  dev_at_subversion.tigris.org

becomes

  subversion-dev_at_incubator.apache.org

becomes

  dev_at_subversion.apache.org

Because of the size and longevity of these lists, and the (100%)
likelihood of graduation, I would like to propose to the Incubator
that we skip the middle step. I doubt anybody will be upset with that,
but wanted to make sure that I had the right buy-in before asking.

Oh. I should back up on step. Similar to bug trackers, we do NOT have
to run our mailing lists on apache.org hardware. We have several
options:

1) $LIST_at_subversion.apache.org [my recommendation]

2) keep lists @subversion.tigris.org

3) move to Google Groups or some other third-party service

4) Infra will NOT let us run our own email system, so a custom
solution on apache.org hardware is out

There are separate questions on *which* lists get migrated, and which
are left behind.

CollabNet has also offered to provide us with dumps of the list data.
We may also be able to get data from haxx.se or other, similar
archival systems on the 'net.
