The links are broken because CollabNet changed the discussions software.
They made it recognize the old form of links to individual messages, but
not links to threads. There are many such links here and there (e.g. in
the issue tracker). I have already asked if CollabNet can fix the
software to recognize the old links. I don't know if they'll do so any
time soon or at all, but that would be the best fix.

In the meantime, there's no harm in updating some of the links manually
if you can.
