I shall bend to the will of those in charge, but would argue for the
tools in emacs/ (dsvn and psvn) to be kept in the tree and moved to
tools/ if desired. The main alternative would be to try to get them
into the GNU Emacs tree, but that would not help people using
non-recent Emacs distributions - and both dsvn and psvn evolve closer
with Subversion, adapting to its changes, than with Emacs.

We could split up and maintain the Emacs modes as tiny projects hosted
independently somewhere, but that would make it more difficult for
Subversion users to find them. There is nothing strange or unusual
about software coming with Emacs tools that make it easier to use.

We should probably also ask the psvn maintainer, Stefan Reichoer (xsteve).
