Somebody who is using the API is still a user of Subversion. svn-dev
is for the development *of* Subversion, not development *with*
Subversion. A number of developers also subscribe to svn-users, and
will be happy to answer such questions there. Sometimes, it may be
appropriate to move the thread to svn-dev, but that is a rarity.
