I'm afraid I don't know much about Windows at all, so I cannot
help you :( I use the vim editor to edit the source code, and
compile Subversion using make. It's not really an IDE, but it
works really well for me :)

I will ask Stephen Butler to help you. I know that he knows how
to compile on Windows. Or maybe someone else on this list can help.
There are quite a few people compiling on Windows regularly.

Oh, and have you read the documentation? The INSTALL file in the
top-level directory of the Subversion source tree also contains
some instructions for Windows. Though I have never tried to follow
them so I don't know how useful they are.

You should definitely subscribe to the dev@ mailing list so that you
get all email sent there!
Just send an email to this address: dev-subscribe_at_subversion.tigris.org
And further instructions will be emailed to you.
