In fact, this is already possible. You can create M entries for
files with no text changes via svn_ra and svn_fs. I'm not sure
how useful it actually is, and it may not even be intentional.
The only use case for cvs commit -f I ever saw is for noting
something you left out of a prior log message (i.e. folks who
never heard of cvs admin -m).
