The "core" vs "external" division is merely about code modularity -- it
says nothing about relevant a given project is to actual users.

It's fine for an SoC project to result in a separate tool that works
*with* Subversion. The driving criterion here should be "Will this
project result in something that Subversion users want to use?" not
"Will this project result in something checked into the subversion/
subdirectory of our repository?" Only the former matters to users!

So if it's something we _can_ mentor, and it would result in a better
Subversion user experience, then IMHO it qualifies.
