It's a function call to the function named _, isn't that obvious? :P

Actually, that macro/function/whatever it is, it used to mark strings
for translation. Any public-facing string should be wrapped with it,
so that gettext and friends can properly localize Subversion (with the
help of our Awesome translators, of course).
