I think the situation is more complex than you suggest. We are not
committed to passing arbitrarily any messages through unmodified, and
some modifications require corresponding header changes, including
content-type.

For the specific case you cite, we have an open issue to support
format=flowed, but it does not have any scheduled fix date at this time.
