[bug] svn move/del hangs for 10 sec on unversiond directories (win)

When I do a svn move or del in a working copy the process will hang for about 10 seconds for every unversioned directory.

steps:
- svn co https://... wc
- cd wc & svn list
foo
- md foo\test
- svn del foo

svn will hang for 10 sec - if I leave out the 'md' step the process will not hang.

I am using the binaries from tigris:

Can someone confirm this bug?
