Extra eyes needed on CEE commit r64530, please.

Senthil, Kamesh: I could really use some extra eyes on my r64530 commit, if
you can spare them. I'm pretty confident about most of the change. The
part I'm not sure about is the update to the svn_dav_parse_log patch (that
allows that module to read the older operational logging format). Can you
spare some cycles to make sure I didn't veer off into brokenness?

Also, any suggestions you might have regarding the 'svnadmin upgrade'
questions posed in PCN67315#desc8 would be greatly appreciated.
