Releaseability of file externals in 1.6

Hi folks,

I have been discussing the state of file externals with Daniel Shahaf
(with a view to documenting in TortoiseSVN), and at this point they
seem fairly buggy.

Issue #3351 is more serious than the title originally stated (Daniel
has updated it now) and at present it is not possible to remove a file
external from a WC without doing a fresh checkout. There is no fix in
sight at the present time.

Issue #3368 means you cannot add a binary file external. This one is
possibly less serious and there is a patch in the tracker but it has
not yet been reviewed and committed.

Everyone knows file externals are coming in 1.6, but it looks to me as
if it is not yet ready for prime time, so you need some way to manage
expectations (or fast track the fixes :-)
