[VOLUNTEER] New patch manager

For nearly a year now, I have been Subversion's patch manager. However,
in the last few months I have not been able to allocate to tracking
patches the amounts of attention it deserves. Therefore, at this point,
I would like to pass the responsibility to a new volunteer, who will be
able to follow the mailing list more closely than me.
