Buildbot errors

Hi Lieven and D.J.,

Looking at the buildbot activity of the last few days I see errors on the
macos-neon buildbot and on the Windows buildbot.

(And just looking now also on the buildbot master, but I don't think that is
a related issue).

The neon buildbot's problem is pretty simple: It needs a --with-neon
argument since r35900.

For the Windows buildbot I think the solution is a reboot (or restart of the
local buildbot service), as it fails before the first build task started.
