Last I looked, mailer.py used the author for the From header, though, so it
failed on authors with spaces (apparently you can set it in tortoise? One of
my windows users filled in their full name instead of account name and it
took a while to figure out why we weren't seeing their commits...) so you
may want to enforce it up front, rather than assuming any of the tools
outside of subversion itslef actually deal.

Yep, it's reasonable. Perhaps not something that a given project policy
would be happy with, but Subversion is okay with NULL authors, so
surrounding tools should be, too.
