Hello Petra,
We had a similar requirement when converted from RCS to SVN. Our process at
that time was that the peer review completion was noted by a mail to a
particular address. We changed are procedure slightly so that the peer
review could occur before the checkin or changes were checked into a special
tag, then moved to the trunk or branch after the review. After some
adjustment and refinement of the process everyone accepted the changes and
we actually found fewer problems in the end.
