Location of fsfs pack files?

Quick question: where should packed fsfs shards reside in the directory
hierarchy? Currently, these files all reside in the db/revs directory. One of
the benefits of sharding was that an administrator could mount different shards
on different filesystems to dynamically grow the repository. By putting the
pack files back in the revs directory, that is no longer possible. Should we
put the pack and manifest files in their own directory inside revs?
