Impossible to connect to svn:// , only http://

Good Morning,

I tried to install svn on my local machine and I can connect perfectly
using svn://localhost/svn/repo

I installed it on a server on the network the same way and impossible
to connect using svn://ip:port/svn/repo
The client telling me to wait for few minits and then timeouts
(Connection closed unexpectedly).

I asked the admin, and there is no firwall on this machine.
I can connect perfectly using the url: http://ip:port/svn/repo

Is this supposed to work ?
What could be the problem ?
