Build failure on trunk: FAIL: merge_authz_tests.py 1: skipped paths get overriding mergeinfo

Two of the three main "buildbot" builds on trunk have been failing for
many days because of this:

  FAIL: merge_authz_tests.py 1: skipped paths get overriding mergeinfo

(It is skipped on RA-local but fails on RA-svn and RA-dav (neon).)

I have just tweaked it so it passes.

I didn't check that it is testing for behaviour that we want as opposed
to behaviour that we just happen to have.
