two svn server running in different location

hi all

Im new to this subversion concept,

There are two svn server running in different location, say one is in the
Customer site(C)

and other one in development site(D),

Development site(D) people commit their work at Development site SVN
server.

Customer site(C) people commit their work at Customer site SVN server,

Push/Pull are scheduled twice a day automatically according to the employees
working hours,

Say,

all the "pull"(Get the all latest from the Customer site svn) should be
done before the Development site people started working ,like vice versa

How to do the above concept? very urgent, Thanks in advance
