Neon and Serf require libtool archives for compilation/linking

Hi All,
    Is there a reason why neon and serf require the libtool archive
file to allow Subversion to compile and link against the respective
library when the other Subversion deps don't? As it stands right now,
if you want to build Subversion against binaries of Subversion's
dependencies, you can do so for all deps other than neon and serf,
which require the libtool archives to be present. If this were not
the case, someone could install binaries of Subversion's dependencies
and then compile/link against them. Otherwise, you either have to
build from source or the binary providers have to ship development
resources with the binary. This could be an easy fix to build build
system but before I made these changes, I wanted to know if there was
a reason for it.
