This is a pretty key point. sqlite3 is *very* portable. Hell, we can
even *ship a copy of it as a single source file* with Subversion if we
want, though I think most packagers would rather have us link with
their versions.

Any system that can't run sqlite3 is sufficiently broken that I feel
no guilt about declaring that Subversion 1.5 should be good enough for
them.
