Hm, maybe you're right. Even though it will make mod_dav_svn much
more complicated, perhaps it's worth the benefit of having only one
module, and having both protocols available at the same URL. As
discussed in the other thread, it would be really awkward to export
two different URLs for two different protocols.

Let me ponder this a bit, and see if I can evolve the designdoc such
that it assumes that it's building on top our existing mod_dav_svn
structure.
