I'm now finding I can't issue "svn info" against the server with ra_serf
disabled. It works fine with ra_serf selected. No error message in the
apache log, and the client reports:

C:\> svn info
https://svn.example.com/repos/repo1/project1/branches/simulate/
svn: PROPFIND of '/repos/repo1/project1/branches/simulate': could not
connect to server (https://svn.example.com)

"svn ls" of the same URL works fine.
