In some ways this is related to the lack of precompiled binaries for
RCs. Most svn users, particularly mac and windows, will only ever use
binaries. Many of the users would quite happily test development
copies of svn but a lack of binaries automatically closes out that
entire user base to testing pre releases. Not understanding compiler
tool chains doesn't automatically mean someone isn't technical enough
to file a good bug report.
