HTTPS via NTLM SSPI proxy fails for Neon 0.28.3

Hi there,

HTTPS connections fail to pass through authentication on SSPI proxy.
Seems like "Keep-Alive" fix for HTTP scheme in
http://subversion.tigris.org/issues/show_bug.cgi?id=2693 was not
propagated to HTTPS in version 0.28.2
http://www.webdav.org/neon/

Debug logs for both connection types are attached. Connect was made to
the same repository on SourceForge.
