Hi Joe,
I've just confirmed this on RHEL4 + 1.5.0
With KeepAlive off this defect manifests itself.
With KeepAlive on the mergeinfo is reported in the client capabilities.
I'll update the defect appropriately.

Ah, a Fedora user was reporting this too; I just took a look.
The mod_dav_svn code to store the capabilities list in 
r->connection->pool isn't going to work as desired, there is no 
guarantee that will persist for long enough.  Set "KeepAlive off" in 
httpd.conf to reproduce the failure case with mod_dav_svn.
