I would like to pre-populate a log message

I'm under the impression from some co-workers that they use to have a way in
CVS to provide a comment "template" or pre-populated log message for
developers to use as a guide when filling out comments for a commit.

Has anyone tried to do this with Subversion?

Anyone have any ideas how I could do it or if it's possible with Subversion?

I know that I can check the comments entered and fail, but I'd like to be a
little 'friendlier' than that.

I saw another thread on using the start-commit hook for this but I'm not
sure if I have access to the right data/properties. Can anyone point me in
the right direction?
