You might have the wrong impression about how this group works...
We're not a group of people all in one building, having meetings every
week, etc. Instead, we're scattered around the world, we communicate
mostly by email, and a discussion can continue for years. So you won't
get a definite "no" or "yes". You'll just get various people saying
"Well, we might do it, but no promises, and we can't give a date."
Since Subversion is open-source software, your company is free to modify
it to add the file-modify-time feature. Of course, that's a lot of
work, which is why you want us to do it. And that's also why we want
you to do it :-).
Eventually, someone will probably do it. But that will happen when it's
important enough to a programmer to implement it, or important enough to
some company to pay a programmer to do it. That's how things happen here.
