[PATCH] Add note on 'non-binding' votes - hacking

Hi,

I am attaching a patch along with this email which adds a note about
'non-binding' votes by partial committers based on this thread -

This will avoid partial committers from casting a vote for a different area,
which gets merged accidentally before we get the required votes, which happened
recently as per:
