I've always (well, as long as I can remember) been inclined to _not_
want dates in diffs, as I think they are mostly useless. Also, in
classic diff (and this argument doesn't apply to svnlook), when you
regenerate a diff your dates change, adding a bit of noise when you try
to compare your old and new patches. I have a couple of workflows
where I do need to look at diffs-of-diffs; perhaps that colors my
perception of timestamps.

I don't know if anyone uses the dates in 'svnlook diff', but I'm
guessing very few people do. Obviously the tree revs are a lot more
meaningful.
