My considerations in including or excluding a quoted line from my reply
do not include whether it's above or below my signature, only whether
it's relevant.

Agreed, it's annoying. (Annoying enough that I wrote a Vim macro to skip
to the next not->-quoted text. And another one to skip to the >-quoted
not-"> >"-quoted text.)
