The obliterate functional spec draft

Karl and I have been discussing an approach to get the obliterate
feature implemented in the near future. The first part of that
approach is getting a clear functional spec written and agreed on
(duh). I've committed myself to writing this, and I've started putting
some of my notes in a text, as you can see from the first draft
document on trunk in notes/obliterate.

I'm not really asking for people to review this yet, but now that the
document framework is there and the first sections are written, it'd
be helpful if anyone can have a quick look to see if I'm not
completely missing the ball here.
