GSoC project: authz improvements

As Karl has already pointed out two weeks ago, we have two Google Summer
of Code projects going on this year.

Martin Bauer has made an interesting proposal to improve and extend some
of our authz code, which we gladly accepted. We have been discussing the
scope of his work lately, but I'll leave that up to Martin to explain.

Discussion on his work will happen here on dev_at_s.t.o. as usual, so
everyone here is free to join :)
